The Governor of Santa Fe, Miguel Lifschitz, closed the Conference on "integration and waterways for regional development. Opportunities and challenges of Northeastern Argentina", together with authorities of the other five provinces comprising the region: Misiones, Formosa, Corrientes, Entre Ríos and Chaco.

"We want that this meeting becomes a permanent forum from which we promote not only the development and growth of the waterway, but also an integrating federalism, as Governor Carlos Sylvestre Begnis used to say." "It is a good opportunity to promote federative proposals and cooperation with the national government for the development of strategic projects, and not only a federalism of claims", said Lifschitz, accompanied by his peers of Chaco, Domingo Peppo; Corrientes, Ricardo Colombi; Entre Rios, Gustavo Bordet; the Deputy Governor of Misiones, Oscar Herrera Ahuad; and on behalf of the Government of Formosa, the President of the General Council of Ports, Fernando De Vido.

"This is a historic day because we envisioned and revalued the actions that we have been developing since the beginning of our efforts, together with a history of previous work. The Paraguay-Parana is a great, multi-lane and well lit waterway up to Timbúes. "However, from there northward it requires huge investments in infrastructure, for both integrating the Argentine provinces and the Mercosur countries, and finally become a great means of communication with the world", said the Governor.

"We are also aware of the road and rail connections that we must guarantee for the access to the waterway and promote the development of our regions and tourism, and at the same time, we are also worried about the large ecosystem of enormous natural wealth that we are determined to preserve.”  "Therefore, we present our contribution to the federal development of the country", he concluded.

The closing of the meeting, which was hold at the house of Government, was attended also by the major of Rosario, Monica Fein; the President of the Provincial Chamber of Deputies, Antonio Bonfatti; the Undersecretary of Ports and Navigable Roads of Argentina, Jorge Metz; the Under-Secretary of Domestic Affairs of the Nation, Juan Carlos Morán; the General Secretary of the Federal Council of investments (CFI), Juan José Ciácera; the Governor of the Department of Itapúa (Paraguay), Luis Gneiting; and the Provincial Director of the Santa Fe Program for Development of the Parana-Paraguay Waterway, Juan Carlos Venecia; among other authorities.

JOINT STATEMENT
Representatives of the six provinces signed a joint statement which claim that the Paraguay-Paraná Waterway "positions the Argentine northeast (NEA) as a priority region for the development of transport and trade in Mercosur", therefore, they commit to boost the integration of the territory concerning "port infrastructure, river transport and common foreign trade ", as well as the care and protection of the ecosystem, the regional tourism development and the adoption of measures for the preservation of fish species, unifying criteria management and environmental policies between the authorities of the member provinces".

The statement also points out that the effective revitalization of the waterway "requires the removal of restrictions and difficulties that occur, particularly in aspects related to the regulatory compatibility, seaworthiness, ports, infrastructure, logistics and connectivity"; as well as "the realization of studies and joint projects with regard to the core navigation system, the development of port terminals and logistics zones, and optimal performance of domestic traffic".

FEDERAL BOOST
"We intend to be facilitators for the producers of the interior and for companies to be more competitive. In addition,  get the commitment of the National Government to accompany initiatives arising from this forum, in this new era of federalism", said Juan Carlos Morán, Undersecretary of Domestic Affairs of the nation.

Jorge Metz, Undersecretary of Ports and Navigable Roads of the Nation, supported the political decision of the initiative of the provinces by the Paraguay-Parana Waterway, and asserted the national government's commitment to accompany it.

The holder of the Federal Council or Investments stressed the commitment of the Council to the provincial and regional development and welcomed the Declaration signed by the Governors as "a purposeful federalism proposal".

The governor pointed out that the NEA provinces are united by the Paraná River, with all that symbolizes the waterway for the development of our region, and with the mission of creating quality of life and equal opportunities. He added, “The fact that this group of Governors, sitting at the same table with this goal, has enormous institutional political weight.”

Bordet stated "I advocate for an integrated port system throughout the Argentine Northeast and Brazil, Uruguay and Paraguay.”  “I welcome the opportunity to continue working for the waterway and the articulation of the provinces with the national government to cut down transport costs, increase competitiveness and promote the development of regional economies".

On his part, Herrera Ahuad said that Misiones is the furthest province from the commercial centre of the country and then transport has an important added value." “So, taking advantage of the rivers and their portability is essential to our province. We are committed to the initiatives arising from this meeting to make them state policies for the Argentine Northeast provinces", he said.

AGENDA
The activity began with the participation of the Undersecretary of Ports and Navigable Roads of Argentina, Jorge Metz; the Executive Secretary Executive of the Intergovernmental Committee of the Paraguay - Paraná Waterway, Luis Pablo Niscovolos; and the Minister of Infrastructure and Transportation of Santa Fe, Jose Leon Garibay.

Then, it was held the panel on "Regional Connectivity and Infrastructure. Challenges of the Argentine Northeast," by officials of infrastructure, transportation and public works from the provinces involved; and then there was another Conference on Argentina core navigation system. Complementarity of the river ports".
