Miguel Lifschitz and Carlos Fascendini took as Governor and Vice-Governor of the province, respectively, in a ceremony that took place before the Legislative Assembly. With a massive attendance of public, among whom highlighted the outgoing Governor and Vice-Governor, Antonio Bonfatti and Jorge Henn; the former Governor Hermes Binner, Omar Perotti national Senator, members of both Chambers of Parliament; provincial and municipal authorities, the judicial, ecclesiastical and military authorities; and social and political leaders among others, Lifschitz took the oath: " To Honour the Homeland and if I fail to do so, may the people hold me accountable". Meanwhile, Fascendini did so under the formula "before God, the Homeland and the Holy Gospels".
In his first message as provincial leader, he stressed the need to "reduce inequality, eliminate impunity, and combat drug trafficking"
In other excerpts of the speech, Lifschitz, stressed:
"Today, after eight periods of Government, six Governors, I take office of the highest position in the province before you and the people of Santa Fe, the position which I have agreed pursuant to the popular will expressed at the elections on June 14. It has been the hardest election in our province ever. The Santafesinos gave us a clear message that I've fully interpreted. Nobody owns the truth, no one can arrogate the representation of all; for this reason, the imprint of the new Government must be open dialogue and collective construction".
In other section of his speech, he praised Hermes Binner and Antonio Bonfatti, "who have blazed the trail and given me their unconditional support. Without them I would not be here. I am confident that both will be a lot of support in the task that I am undertaking", he stressed.
Also, the Governor acknowledged "my opponents in the gubernatorial elections, Miguel Del Sel and Omar Perotti, because they were worthy opponents, whom I respect, and in addition they will be by my side to share a vision for the future of our province and also to face the difficult problems of the present".
Later, Lifschitz said: "Yesterday, I participated in the inauguration of the new President of the Nation. All Argentinians renew our hope for the future. We hope that those who have assumed the task to govern Argentina will interpret the anxieties of the people to change and will be able to tackle the enormous challenges imposed by the reality".
The new Governor of Santa Fe said, "I have a dream that at this stage we can shape and promote a great Strategic Project for the North of Santa Fe, thinking of it as a great geographical, economic and socially integrated region to the Norte Grande Argentino, Chaco and Santiago del Estero, but also forming a territorial unit inextricably linked to the south of Santa Fe in an integrated view of the province".
"So – he said - we need to invest in public infrastructure works, because that is essential to generate the genuine foundations of economic growth, job generation and also for the improvement of the quality of life of its inhabitants. "But at the same time, we need to promote private initiative, because true development only comes from the hand of productive investment and to do this, we are going to promote multiple measures of promotion, encouragement and support, in order that current employers from the North or new entrepreneurs can grow or generate new projects and more jorbs".
Later, he defined, "By this time there is much talk of dialogue, dialogue is meeting through conversation, and exchange; it is to share a space of collective construction. We believe in dialogue. I am a man of dialogue; I have practiced it throughout my life. Reality is built with multiple looks, and that is why dialogue is essential, it is the instrument, the tool with which we make politics, with which we change things. We are going to make dialogue a permanent attitude in our officials, our Government team and are going to open multiple conversations with all sectors of society and all political actors with institutional responsibility."
In the same way, he emphasized, "Corruption is one of the major issues of our time in Argentina and many other Latin American countries. We will fight corruption. I will lead an honest Government, transparent and decent, following an imprint that characterizes this province: less rhetoric and more action. We have to be the example; we must give everyday examples of austerity and transparency, facilitate access to public information, comply with and enforce the standards. I'm going to work in that direction", he said.
"Violence and insecurity - he explained - relate directly with the lack of equality and justice. Therefore, if we want to have a more secure society with lower levels of violence, with lower levels of insecurity, we must work effectively to reduce the gap of inequality in our society and that justice becomes a reality, to eliminate the idea of impunity, the feeling of impunity or impunity itself."
He said, "In the coming days I will invite representatives of the legislature and the judiciary, to integrate together with members of the Government, the Provincial Safety Board, that will be an area of dialogue and inter-agency planning to meet the challenges of violence and insecurity".
Finally, Miguel Lifschitz in his first message to the people of the province, said "drug trafficking is a scourge, one of the major problems in the world in the 21st century. A criminal phenomenon that acquired large scale during the second half of the twentieth century in Colombia, Central America, Mexico and which was gradually gaining in size, sophistication and presence in all the countries of Latin America and in many countries of the world and also in Argentina".
