The provincial government presents the virtual office for the registration of bidders

It has been before entrepreneurs and construction cooperatives, cooperative federations, representatives of APYME and authorities. The presentation of documentation in public works contracting procedures is simplified and streamlined.

The Ministry of Infrastructure, Public Services and Habitat, presented the virtual office of the Registry of Bidders of the Province of Santa Fe, in the presence of entrepreneurs and construction cooperatives, cooperative federations, representatives of APYME, provincial and municipal authorities.

In this context, the minister of the area, Silvina Frana, highlighted: "This is a historical fact and one of the objectives set by the governor of the province Omar Perotti, which has to do not only with the realization of works, but also with advancing transparency. And from the beginning of the management, together with the entire team of the ministry, and also from the commitment and articulation with the private sector, we began to work on the efficiency and modernization of the Registry of Bidders, which currently has a regulation dating from 1995. Therefore, this modernization tool comes to update us in the face of new realities and demands, trying to depaperize the public administration and the bureaucratic times that follow, which often make things not be resolved in the time you want. "

The Secretary of Coordination, Marcela Basano, said that "this proposal seeks to make transparent, advance technologically and streamline the processes that are currently not the desired ones." And he emphasized: "I value very much the joint work of the different areas of the ministry to develop this valuable tool that will speed up the process of contracting public works."

AGILITY AND TRANSPARENCY

Likewise, the Undersecretary of Strategic Planning, David Priolo, recalled that at the beginning of 2020 the need to modernize, make transparent and simplify the contracting process of public works began to be evaluated: "We have taken on the challenge so that the procedures are increasingly agile, economical and we do not have the need to use paper, through the development of an accessible system, based on the connectivity that companies have throughout the province and the country".

In turn, the Undersecretary of Audit and Management Control, Alberto Tosti indicated that "from the first day of management, in the middle of the pandemic, we considered the modernization and accessibility of the procedures in the Register of Bidders. Today we are in the testing phase of the system and we are evaluating the regulations to put it into operation, so we are in the start-up stage of the virtual office."

NEW WORK SCHEME

The new virtual tool proposed changes and in this regard, Frana mentioned: "This forced us to modify the work schemes, and also to open the possibility of registering all companies from anywhere in the province, without having to physically reach the city of Santa Fe. And I highlight the will of the workers of the State who were the ones who designed this system together with the officials, and who demonstrate a commitment to the management to make it more transparent, efficient, to allow more companies throughout the province that can carry out the registration process completely online, and so they can access it from anywhere."

"We know that public works is not only a transforming element of a reality, it is also an element of economic growth and a great recipient of labor, of decent work, which is what Governor Omar Perotti asks us every day, that we work in a committed way to make it happen, and with these actions we are showing steps of transparency in the management of public works," Minister Frana concluded.

VIRTUAL OFFICE

The Provincial Director of Audit, Ileana Rossi, explained the details of this new digital tool: "This virtual office will work with the contribution of both the people who work in the State and the companies that execute the public work, and this is a before and after, regardless of this management, because 61 years ago since the Public Works Law and the Register of Bidders were created, that there was no process like this, where companies are going to stop having physical folders and go on to have folders and background virtually".

"One of the main benefits is the agility, transparency and efficiency of the processes, this office will be open 365 days a year 24 hours a day, that is, it will not depend on the office hours of the public administration," Rossi added.

"We are the first government to make this decision, in line with the objectives of our governor Omar Perotti and our minister Silvina Frana, that public works reach every corner of the province more fairly, and that means that to start this process any person or company with internet access will be able to do it from anywhere in the province, the country or place where the company is based," said the provincial director.
